When she first opened, 150 clicks per month to be allowed to submit your free upgrade ads; she stole that from Gail and she didn't stop to think that Kitten didn't have the ads at that time to support that high a click requirement. And to add insult to injury you were considered INACTIVE if you didn't do that 150 clicks.
